According to a report by 9-to-5 Google, an Android user reported missing the DM feature on the phone but when he opened his account on iOS, he could see the DM button here. That is, it is possible that this problem is caused by a bug, which the company should fix soon.
Currently, if you want to message a person on Twitter, you have to go to the message option and here you can search and text the person you want to message. You will find the message box option in the notification bar below the profile page on Android.
